ALLEGATIONS SHAKE MIRAGOÂNE: Lawyer Jeff Kavanagh Under Investigation for Incident Involving Minor

Prominent lawyer, preacher, and educator under investigation after disturbing audio emerges involving underage girl. Community calls for transparency and justice as legal process unfolds.

MIRAGOÂNE, HAITI — A high-profile investigation is underway in the Nippes Department as prominent attorney and Catholic preacher Jeff Kavanagh faces serious allegations involving a minor. The case has drawn national attention and triggered deep concern across Miragoâne.

According to preliminary reports, Kavanagh was detained on the order of Commissioner Muscadin after a now-viral video surfaced online. The recording, which has been widely circulated on social media, captures an audio conversation between a young girl and an adult male—believed to be Kavanagh—in which the girl accuses him of inappropriate sexual behavior inside a vehicle.

In the recording, a voice alleged to be that of the minor says:

“Ou fòse’m. Ou rale jip mwen. E si mwen vin gwòs?”
(Translation: “You forced me. You pulled up my skirt. What if I get pregnant?”)

The male voice responds:

“Si w gwòs, m ap okipe w. Se pa anyen mal mwen fè w. Se tankou m t ap eseye vin zanmi ou.”
(Translation: “If you’re pregnant, I’ll take care of you. I didn’t do anything wrong. I was just trying to be your friend.”)

He is also heard saying:

“Si w bezwen yon bagay, m disponib pou ou.”
(Translation: “If you need anything, I’m available for you.”)

The video has fueled public outrage, with many seeing it as direct confirmation of the incident. While The Haitian Pulse has not independently authenticated the voices in the recording or verified the girl’s age, she states during the conversation that she is under 18.

Authorities have not yet filed formal charges, but they confirmed that Kavanagh remains in custody for questioning.

Jeff Kavanagh is a well-known figure in the region, serving as a member of the Haitian Bar Association’s Council, a longtime educator, and a Catholic preacher. His public roles have made the allegations even more alarming for the community.

One resident of Miragoâne expressed,

“We’re heartbroken. This isn’t just anyone—it’s someone people trusted. But we must let justice take its course.”

As of this writing, the investigation remains ongoing. Officials urge the public to allow the legal process to proceed without interference, especially considering the involvement of a minor.
